It seems like the microchip question should not be a YouTube violation because the video creator is wondering if something might be happening rather than claiming that it is happening? But YouTube probably says that it's a violation of their policies anyway. With maybe a few exceptions, YouTube's policies are a useful list of things to believe exactly the opposite about though!
