OC Supervisor Funnels Millions to Daughter's "Non-Profit"
Your jaw will drop when you read about the latest slimy scandal of this sleazy scamming serpent (and the target of my lawsuit) Andrew Do
Hey, here’s a great money-making idea for you, courtesy of the 22-year old daughter of O.C. Supervisor Andrew Do (an immigrant from Communist Vietnam):
Start up a non-profit (don’t worry about previous experience or pesky details like record-keeping or following laws or even actually being a non-profit) then give it a jazzy patriotic amorphous name like, uh… let’s say “Viet America Society” (doing business as Warner Wellness Center) and then have your public serpent father funnel several million dollars of covid funds into it WITHOUT any public oversight or approval.
Absolute genius!
Now don’t get me started on how it’s not fair or that it’s illegal.
Come on!
Those silly restrictions have no place in the life of super scammer Andrew Do.
Oh, don’cha know about him?
Don’t be drawing any conclusions that Do came from Communist Vietnam for anything other than squelching freedom. Of course, it could never be proven that Do was placed in politics to spearhead the corruption, decline and decimation of what was once ultra-conservative Orange County.
Oh no, banish the thought! Certainly Do fled communist Vietnam for a better life in the US, right? After all, Do’s Wikipedia story tells us that his family fled with a “suitcase full of dictionaries.” Aww… how touching. I mean, how many dictionaries does a family need? Certainly that’s what you want to haul with you when fleeing the fall of Saigon.
Ahem. On to the modern day.
Do is just one of the public serpents that I am personally suing for violating my rights — and yours, too. The video below is a quick recap of my legal action (as of this date, my lawsuit is going on THREE YEARS). I’m smiling because I am holding a vision of Do in federal prison for his crimes of fraud, violating the public trust and so much more.
Although it has just come to light that Do’s wife Cheri Pham is the second-highest ranking judge in Orange County (uh..awkward!) with her appointment as Assistant Presiding Judge in the Orange County Superior Court. I’m sure that guarantees that my case will be heard fairly and that there will be no shenanigans with a rotating panel of incompetent judges who will forever delay my hearings… oh, wait. I covered that in my videos here and here.
A picture is worth … uh, how does that saying go? This will tell you all you need to know about how Do and his wifey top judge feel about freedom.
Oh, Andrew Do is a favorite of mine, and I suppose in a certain way, I’m at the top of his list too.
You see, I’ve been following Do’s corrupt activities for some time.
He was visibly chagrined when I called him out publicly in this hearing. Watch my short video below and chortle along with me! Yes, that’s Do in a masonic black & white tie. (He’s also fond of bow-ties, another favorite symbol of the secret freemason society that has infiltrated nearly every agency of government.)
One of many reasons why I’m not surprised by Do’s latest despicable slimy dealings — more amused I would say.
I would expect nothing less (or more?) from such a stooge.
Before we do a deep dive into Do’s latest scandal about the millions and millions of taxpayers dollars that were funneled into his 22-year old daughter’s fake, phony and fraudulent non-profit (cleverly created just in time for the “Covid pandemic” money laundering payouts) let’s do a round-up of Do’s other misdeeds.
Laundry List of Andrew Do’s Corruption
(1) Andrew Do Accused of Residency Fraud
Do and his wife were charged with residency fraud twice, in 2008 and 2015. They are allegedly living (illegally) in a larger, newer and nicer home in the City of Tustin (in District 3) instead of in the smaller, older home they claim to be living in, in the heavily Vietnamese populated City of Westminster in District 1, which is the district Do was “elected” to represent. This is felony FRAUD. Apparently this is an “ongoing investigation” way back by the corrupt California Attorney General (at the time was Xavier Becerra) and the AG office says it can’t comment on this case. Of course. Nothing to see here, folks!
Oh, just an aside… the OC Sheriff’s deputies’ union was the largest donor to Do’s 2020 election, with $500,000 contributed. Ah, geesh, that’s just a drop in the bucket compared to the millions and millions that have Do’s sticky fingers all over it.
And because Do and Pham are public serpents, their voter registration information is confidential so no individual like me can ever check it to see where their residency actually is.

(3) Do Resigns from State health insurance CalOptima Amid Fraud Allegations
I can barely keep up with all the fraud, corruption and downright slimy actions of this sleazy scamming serpent.
Do strong-armed himself to be the chairman of CalOptima, the state health insurance agency for low-income residents. Then he proceeded to jack up the salary of his own appointed (and woefully inexperienced) director and many others. He finally resigned because he couldn’t stand up to the pressure of having his corruption exposed. And all the back-scratching cronies in OC just kept letting him off the hook for his crimes.
(4) Do was fined for using his position to benefit campaign donors
State regulators fined Do $12,000 for violating “pay to play” laws by using his CalOptima board position to try to push through lobbying contracts for two of his campaign donors.
You know things are really bad when…
As recently as late November 2023, the communist-leaning Orange County Register newspaper even calls for Do to resign because “he cannot be trusted.” And that is putting it mildly!
The last straw for the OC Register and millions of OC residents is the subject of this substack, and that is the illegal funneling of millions of dollars to his daughter’s fraudulent “non-profit” which, by the way, occupies an office right down the corridor from Do’s own law-office in a building in Huntington Beach, CA.
Details about Do’s latest Corruption
County records expose hidden financial dealings as O.C. Supervisor Andrew Do funnels additional taxpayer dollars to his 22-year-old daughter’s nonprofit without public disclosure.
The unfolding truth further cements what we had long suspected: those who were meant to be public servants have, in fact, turned out to be public serpents, breaching the public’s trust.
(Ah… I have to chuckle when the Orange County attorneys grilled me during my deposition for my lawsuit against the county, asking why I called these stupidvisors “serpents” 🤣😂)
As fresh disclosures come to light, they not only confirm our initial suspicions but also paint a clearer picture of the unsettling reality of the rampant fraud and corruption in Orange County.
Supervisor Do's Covert Covid Financial Maneuvers:
Investigative journalist Nick Gerda is the one who began exposing this financial saga in late 2023. In his latest report, Gerda discovered that Orange County Supervisor Andrew Do, entrusted with taxpayer dollars, has directed a whopping $6.2 million to his daughter's nonprofit, Warner Wellness Center, which is operating under another sketchy, shady “non-profit” the Viet America Society. (Strange that there is no website for this organization.)
This revelation, nearly doubling the previously reported funding, brings the total county awards to a staggering $13.5 million since late 2020.

Here are the tax returns for Viet America Society (2022). I could not locate any for Warner Wellness Center.
Supervisor Do's use of the "district discretionary" funding process allowed these shadowy financial decisions to evade public scrutiny and named disclosures in meeting agendas. Because who needs transparency? And of course, the public serpents don’t want any pesky tax payers to weigh in with their ideas of how their tax dollars should be spent.
“The newly-discovered grants were awarded by Do to his daughter Rhiannon Do’s nonprofit outside of public meetings. Details of these grants were also not included in public meeting agendas. Do awarded the $6.2 million within roughly the last year when Rhiannon Do was listed at various times as the nonprofit’s president on county records. Records unveil strange back and forth shifts in leadership within the Viet America Society, shifting between Do's daughter and the group's founder, Peter Pham.
But hey! Peter Pan Pham apparently is a hero! Yep. A community hero. Because Andrew Do said so. Do even made a whole video about it last year on his youtube channel here. But sadly for Peter Pham, only 161 people saw it. Well, Do only has 858 subscribers so maybe that’s why. (Maybe some Healthy Americans want to hop over and leave a comment on the video?)
Newsflash: If someone goes to great lengths to operate in secrecy, it probably isn’t for selfless reasons.
And get this: Viet America Society is the county’s only private contractor for this pandemic meals program that does not have single audits on file in the federal database.
Here are some key findings from the LAist article in Nov 2023:
Without publicly disclosing his family connection, Orange County Supervisor Andrew Do approved funding that included $3.1 million in two subcontracts for a mental health center led by his daughter.
Do’s daughter graduated from high school four years ago, undergraduate college two years ago and is currently a law student at U.C. Irvine, according to her LinkedIn. She lists no other work experience on LinkedIn, aside from a four-month internship this summer at a business law firm. She also was a legislative intern at a mental health advocacy group, according to that group’s website.
Do’s daughter’s mental health center, Warner Wellness Center, is the DBA of the nonprofit Viet America Society. A DBA is a name an organization uses to operate that’s different from its legal name.
Warner Wellness operations and Viet America Society are located on the same floor of the same office building as Do’s private law office in Huntington Beach.
Viet America Society received a warning letter in April 2023 from the state Attorney General that it was delinquent and could not legally seek or spend funds because it still hadn’t yet filed required financial disclosures.
Here are the latest findings as of January 2024:
County records obtained by LAist show O.C. Supervisor Andrew Do directed an additional $6.2 million in taxpayer dollars to his 22 year-old daughter’s nonprofit without publicly disclosing his close family connection.
It brings the total to $13.5 million in county funding — tallied from government records obtained and published by LAist — that Do is now known to have played a major role awarding to the nonprofit since late 2020.
Out of more than 100 organizations and cities that received federal pandemic relief money distributed by O.C. supervisors in their districts, the nonprofit received the second-largest amount — all of it directed by Supervisor Do — according to a breakdown the county provided LAist

Hmm… financial irregularities connected to Covid funds…
There is a distinct sense of deja vu…
For nearly three years, alongside thousands of freedom fighters, I've attended board meetings, rallies, and protests, expressing outrage at the endless emergency measures enforced by these very individuals.
My ongoing lawsuit against the Board was initiated due to their failure to abide by the law and the unlawful continuation of their emergency measures.
In fact, Supervisor Do was the one who introduced the motion to halt any further discussion on the emergency, stating that they won’t do anything "until the Governor terminates the emergency."
I’ve previously scrutinized several of their past emergency declarations, such as the ludicrous one for RSV based on a mere 11 cases! These health emergencies serve multiple purposes: creating a liability shield while expediting the rollout of Emergency Use Authorization (EUA) products and most importantly, unlocking funds to shamelessly exploit the situation.
Here’s another interesting tidbit: The first judge presiding over my lawsuit, who ruled in our favor, was conveniently removed from the case. We aren’t sure what prompted this, but the county definitely wanted him gone.
Come to find out, Andrew Do has a pretty tight connection up in the courthouse.
Yes, during a recent trial, Supervisor Do testified as a witness without disclosing his marriage to his wife, high-ranking judge Cheri Pham. (Note: I cannot confirm that this Pham is related to that Pham who is getting millions and millions for being a community hero.)
Do's unpublicized funding maneuvers through the "district discretionary" process is a deliberate evasion of public scrutiny and named disclosures in meeting agendas.
This avoidance of public discussion isn't an isolated incident; OC's award of over $80 million for a new mental health/quarantine campus in Irvine was another example of awarding contracts without due public discourse. I covered this previously here.
Presently, state law restricts elected officials from approving contracts that benefit their spouse or children under 18 who can be claimed as dependents. However, these conflict of interest regulations don't extend to officials whose children are over 18.
Do was one of the two county supervisors who oversaw the drafting of the contract policy updates, as an ad-hoc committee member. The proposed changes to the manual keep the current definition of “immediate family” in place… surprise surprise.
In response to LAist's report on Supervisor Andrew Do directing millions to his daughter's nonprofit without disclosure, a proposed ethics rule faced a 2-to-2 deadlock among Orange County officials. Supervisors Vicente Sarmiento and Katrina Foley supported the proposal, while Don Wagner and Doug Chaffee opposed it. Interestingly, Do conveniently left the meeting early, around 45 minutes before the ethics discussion.
So what do we do about Do?
A refugee from a communist country once told me that the most power they had against their corrupt serpents was ridicule. That pointing out the failures and ineptitude of these “rulers” was a powerful weapon in rattling their cages and letting them know that the people were on to them. You see, these corrupt evil-doers turn out to have fragile egos which are rustled by sneering, jeering, poking, prodding and ridicule. Now you know why I call them public serpents: because they do not serve we the people, but they serve evil.
And I will continue to expose them, as I am marching this all the way to Heaven.

4. Join me in contacting the U.S. Department of Justice and demand that they investigate the Covid funds fraud of Orange County Supervisor Andrew Do. I chose “FBI” as the subject for my complaint, and this is what I wrote:

He has been funneling millions of dollars to his own daughter's "non-profit" before it received non-profit status, and done in secrecy, without public knowledge or approval.
